Master's Degree Program

1. Introduction / Введение

The Project for Human Resource Development Scholarship (JDS) has been started in the Kyrgyz Republic since 2006. Up to the present, total of 347 Fellows have been sent to Japan.
JDS is now inviting potential applicants who understand its aims and are interested in 2-year master's degree program at Japanese accepting universities for the academic year 2027-2028
The program will be instructed in English.
The number of dispatches is 19 per year.

Проект по предоставлению стипендий для подготовки кадров (JDS) начал свою деятельность в Кыргызской Республике в 2006 году. К настоящему времени на учебу в Японию было отправлено всего 347 стипендиатов.
В этом году JDS снова приглашает потенциальных кандидатов, понимающих цели нашего проекта, на 2-годичную магистерскую программу в ВУЗы Японии на 2027-2028 учебные годы.
Язык обучения в магистратуре - английский.
Количество отправляемых студентов - 19 человек в год.

2. Applicant Eligibility / Квалификационные требования

Nationality Citizens of the Kyrgyz Republic
Age Between 22 and 40 years old as of April 1st, 2027
(Born on/after April 2, 1986 and born on/before April 1, 2005)
Academic Background
  • Possess a Bachelor Degree authorized by the Government of the Kyrgyz Republic or other countries
  • 15 or 16 years of formal education is required (in principle), however, relevant academic/research career or working experience can be considered as the alternative to meet the requirement.
Other requirements or desirability of academic background
Some accepting universities have other requirements or desirable academic background.

Work Experience
  • Civil servants with the status of a permanent full-time employee, excluding servants holding political, special and patronage positions (consultants, advisors and assistants).
  • Employees of the Administration of the President, the Office of the Zhogorku Kenesh of the Kyrgyz Republic with the status of a permanent full-time employee, excluding servants holding special and patronage positions (consultants, advisors and assistants).
  • Employees of the National Bank of the Kyrgyz Republic, with the status of a permanent full-time employee (excluding assistants, advisors, consultants and technical staff).
  • Be currently employed with more than 2 (two) years of work experience as of 1st April 2027.
  • The applicant who loses his/her occupation of the civil servant before the end of selection, regardless of any reasons, will be disqualified.
English Proficiency Have a good command of both written and spoken English at graduate school level.
If selected as a successful candidate, submission of a TOEFL score of 400 or higher is required by the end of May 2027.
Health Condition Mentally and physically in good health
Ineligibility A person who falls under the following category is NOT eligible to apply.
  • Enlisted military personnel
  • Those who have obtained or are scheduled to obtain master's or higher degrees overseas under any kind of foreign scholarship
Others
  • Appplicant must be in good condition physically and mentally since the time of application to the time of return to the home country after completion of his/her course in Japan. At the time that the scholarship is awarded, JDS Fellow must dedicate himself/herself to the study program of the university he/she attends. Therefore, in case there is a drastic change in fellow's health condition before his/her departure for Japan, and if university considers his/her condition is not suitable for the pursuit of academic goal, scholarship may be cancelled, based on the decision/guidance of university.
  • JDS Fellows will be required to attend pre-departure orientation in Bishkek for about 1 (one) week on full-time basis prior to departure for Japan. The training will be in summer 2027. The scholarship may be cancelled if JDS Fellows fail to attend the preparatory trainings or fail to arrive in Japan by the appointed date.
  • The Government of the Kyrgyz Republic will ask the Fellows to sign and submit the 'Contract' to follow the conditions deemed necessary as scholarship fellows under the JDS Project. If a Fellow violates any articles of his/her agreement, the scholarship may be cancelled, and other necessary steps will be taken.
  • JDS Fellows are obliged to return and work within the government of the Kyrgyz Republic for at least 3 (three) years in order to make contributions to the development of the Kyrgyz Republic through their work in government organizations.
  • Female civil servants are encouraged to apply.
  • Applicants are required to consult with his/her head/ deputy head/ supervisor in charge of sector and HR/ personnel affairs division about research thesis before submission of application.
  • The program is intended for civil servants who are expected to become future leaders and play a leading role in policy making within central government ministries and agencies.

Стаж работы
  • Государственные или муниципальные служащие органов государственной власти и местного самоуправления, имеющие статус постоянного штатного работника, за исключением лиц, занимающих политические, специальные и патронатные должности (консультанты, советники и помощники).
  • Служащие Администрации Президента и Аппарата Жогорку Кенеша Кыргызской Республики, имеющие статус постоянного штатного работника, за исключением лиц, занимающих специальные и патронатные должности (консультанты, советники и помощники).
  • Служащие Национального банка Кыргызской Республики, имеющие статус постоянного штатного работника (за исключением помощников, советников, консультантов и технического персонала).
  • Состоять на гос. службе и иметь более 2 (двух) лет опыта работы на 1 апреля 2027 года.
  • Кандидат, утративший до окончания отбора профессию государственного или муниципального служащего, независимо от причин, будет дисквалифицирован.
Знание английского языка Уровень письменного и устного английского языка достаточный для обучения в магистратуре.
В случае успешного прохождения отбора необходимо предоставить результат TOEFL не ниже 400 баллов к концу мая 2027 года.
Состояние здоровья Быть в хорошем физическом и психическом состоянии.
Непригодность Лица, подпадающие под нижеследующие категории, не могут принимать участие в Программе JDS:
  • Лица, состоящие на военной службе
  • Лица, окончившие или планирующие обучение за рубежом с целью получения степени магистра или выше в результате получения иностранных стипендий
Прочие требования
  • Кандидат должен быть физически и психически здоров с момента подачи заявки до возвращения на родину, после завершения обучения в Японии. В период получения стипендии стипендиат JDS обязан полностью посвящать себя учебной программе выбранного им университета. Поэтому, в случае серьезных изменений в состоянии здоровья стипендиата до отъезда в Японию, если университет посчитает, что состояние стипендиата не благоприятно для преследования соответствующих академических целей, стипендия может быть аннулирована по решению/рекомендации университета.
  • Стипендиаты JDS обязаны пройти предвыездной инструктаж в Бишкеке, который будет проводиться в течение недели на полной занятости перед отъездом в Японию. Обучение будет проходить летом 2027 года. Стипендия может быть аннулирована в случае неявки на подготовительное обучение или несвоевременного прибытия в Японию.
  • Правительство Кыргызской Республики потребует от стипендиатов подписать и представить «Договор» на соблюдение условий, считающихся необходимыми для стипендиатов в рамках проекта JDS. В случае нарушения стипендиатом какого-либо пункта соглашения, стипендия может быть аннулирована, и могут быть приняты другие необходимые меры.
  • Стипендиаты JDS обязаны вернуться и проработать в правительстве Кыргызской Республики не менее 3 (трёх) лет с целью внесения вклада в развитие Кыргызской Республики посредством своей работы в государственных организациях
  • Программа особенно приветствует участие женщин, состоящих на государственной или муниципальной службе.
  • До подачи заявки кандидат обязан согласовать тему исследовательской диссертации со своим непосредственным руководителем, заместителем руководителя, куратором соответствующего направления, а также с подразделением, ответственным за управление персоналом (отделом кадров).
  • Программа предназначена для государственных и муниципальных служащих, обладающих потенциалом стать будущими лидерами и играть ведущую роль в разработке и реализации государственной политики в центральных министерствах и государственных органах.

Promotion Seminars are scheduled to be conducted in the ministries aimed to provide more detailed information on JDS Project and how to prepare application documents for prospective applicants.

2) Participation in English and Math Training Course

JICE JDS organizes 4 weeks English and 2 week Math Online Training Course for the applicants. Those who want to attend the courses, please click HERE to get registered. Application deadline for participation in English and Math Training Courses is October 25 (Sun).

The Online English Training Course will be provided from November 2 to November 27 (4 weeks)
The Online Math Training Course will be provided from November 30 to December 11 (2weeks)

JICE JDS организует онлайн-курсы подготовки по английскому языку (4 недели) и по математике (2 недели) для кандидатов.

1 Applicants for Ritsumeikan University, GS of International Relations are exempted from the math test.

  • All the selection costs will be covered by JDS Project.
  • Limited transportation and accommodation allowance will be provided to candidates from provincial areas who participate in selection.
  • Application Documents with false statements or plagiarism will be immediately disqualified.
  • The results of each selection will be announced only to successful candidates by email.

5. Research Plan / План исследования

In the JDS selections, each candidate will be evaluated on her/his academic abilities enough to pursue the master program in Japan as well as the potential of the future contribution to the country. Thus, it is highly recommended to explain that the objective of your research plan be in connection with the development issues under applying Component, and to rationalize how the study will be addressed in accordance with the career path, corresponding to the current position and responsibility in the belonging organization.
It is also recommended to study your applying university to make sure if the curriculums of the university and fields of specialization of faculty members are relevant to your research.
Remember that plagiarizing from somebody's work or websites are strongly prohibited.
Please refer to 'Tips on Application and Selection (Reference)' and 'Guideline for Writing a Research Plan' in the Application Guideline for more information.

В рамках отбора на программу JDS каждый кандидат будет оцениваться как по его/её академическим способностям, достаточным для обучения в магистратуре в Японии, так и по потенциалу для будущего вклада в развитие своей страны. В связи с этим настоятельно рекомендуется обосновать, каким образом цель вашего исследовательского плана связана с проблемами развития, охватываемыми соответствующим компонентом, а также аргументировать, как предлагаемое обучение соотносится с вашим карьерным путем, текущей должностью и обязанностями в организации, в которой вы работаете.

7. English & Math Exam / Экзамен по английскому языку и математике

Every qualified applicant will be required to take English proficiency test (TOEFL-PBT) as well as math test in Bishkek in Mid December 2026..

Каждый претендент должен будет сдать экзамен на знание английского языка (TOEFL-PBT), а также экзамен по математике в Бишкеке в середине декабря 2026 г.

  • TOEFL consists of 3 parts with 'Listening Comprehension (50 questions)' for about 35 minutes, 'Structure and Written Expression (40 questions)' for 25 minutes, and 'Reading Comprehension (50 questions)' for 55 minutes.
  • TOEFL состоит из 3 частей: «Аудирование» (50 вопросов) на 35 минут, «Структура и письменные выражения» (40 вопросов) на 25 минут и «Чтение» (50 вопросов) на 55 минут.
  • Math test of around 60 minutes consists of Arithmetic operations, Solving fractions, Equations, Inequality, Matrix, Basic quadratic functions, Basic operations of exponential and logarithmic functions, Basic Integral and Differentiation, etc.

The scores will be reviewed on the 1st selection by the accepting universities. TOEFL score of 400 or higher is required by the end of May 2027 and numeracy skills. Please be well prepared for the exams.

* Applicants for Ritsumeikan University (GS of International Relations) are exempted from the Math test.

Баллы будут рассмотрены на 1-м отборе принимающими университетами. К концу мая 2027 года необходимо набрать 400 баллов TOEFL или выше, а также обладать математическими навыками. Пожалуйста, хорошо подготовьтесь к экзаменам.

Кандидаты, поступающие в Университет Рицумейкан (Магистратура по международным отношениям) освобождаются от экзамена по математике.

Doctoral Degree Program

1. Qualifications and Requirements to Applicants for Doctoral Degree

Nationality Citizens of the Kyrgyz Republic
Age Be under the age of 50 (as of April 1st, 2027) (Born on/after April 2nd, 1976)
Academic Background Possess a master's degree authorized by the Government of the Kyrgyz Republic or other countries.
Work Experience

At the time that the scholarship is awarded, JDS Fellow must dedicate himself/herself to the study program of the university he/she attends.   • Have a recommendation from the expected academic adviser(s) of applying university (Submission of a draft academic guidance outline or a supervisory plan is desirable.)
  • In principle, have published at least one peer-reviewed article/ paper*.
    * The following applicants are included under the requirement:
    1. an applicant who has a prospect for publication of a peer-reviewed article/ paper.
    2. an applicant who has a concrete plan to publish a peer-reviewed article in an academic journal in collaboration with his/her intended faculty supervisor.
  • The Fellows must submit monitoring sheet distributed by JICA/ JICE once a year.
  • Female civil servants are encouraged to apply.
  • Applicants are required to consult with his/her head/ deputy head/ supervisor in charge of sector and HR/ personnel affairs division about research thesis before submission of application.
  • Those who completed JDS Master's program, must serve for the Kyrgyz Republic for more than three (3) years before applying to JDS Doctoral program.
  • The program is intended for civil servants who are expected to become future leaders and play a leading role in policy making in central government ministries and agencies.

Aug 2027 Departure to Japan JICE will arrange air-ticket, visa, and support JDS Fellows after the arrival in Japan.
